By the 1990s, human rights violations in Vietnam continued unchecked, and it became apparent that a unified front of human rights activists was indispensable. In November 1997, an international consortium of Vietnamese human rights leaders and activists assembled in Santa Ana, California for the establishment of a coalition with the following goals:
